Creating a new combi

I guess the problem I am having with combis is that my TR was originally a "classroom" training keyboard so its not factory setup. If I put everything back to factory preset, is combi C127 a stripped down combi for creating new ones?

Yes.

In the factory setup for the TR, there is one 'blank' initialised comb, which as you say is C127.
There is also a 'blank' initialised program at D127.
