Is this effect possible on the R3?

can you make that on the R3? if not what do you think is creating the effect? The singer is really male, and the robotic female voice is quite convincing compared to the patches i have been trying to make on my R3....

any help would be super fantastic! :)

No, the R3 can't do that vocal effect. That's not a vocoder effect. It's a vocal harmonizer with pitch correction (aka AutoTune).

To change the vocal characteristics in a natural way, you need a good harmonizer with a ton of parameters to fine tune the result, and it takes quite a bit of processing power to do it. I use the TC Helicon VoiceWorks Plus rack, which can easily reproduce this result.
