nanokontrol button behavior not responding

OK, I've reset buttons CC 33 and 34 from momentary to toggle and they respond appropriately (press to turn on, press again to turn off). But when I change the assignment for any of the other buttons (e.g. CC36 and 37) from Momentary to Toggle, they stay Momentary, even though Button Behavior is indicated as Toggle.

What's going on here?
