Is it possible to set by default when you power on?

No!, is not possible
You will have to turn everytime this function ON !

After having connected a condenser microphone, use this switch
to turn the +48V phantom power on. Phantom power is supplied
to the balanced XLR jack only, and not to the 1/4” MIC
jack.
When disconnecting a microphone from the XLR jack, the
phantom power is automatically turned off. Phantom power is
also automatically turned off each time you turn the Pa3X off
.

At least it's there. PA900 is lacking this feature.
