It's a supersaw siren, with a second element of some resonant noise in the background. You can change the pitch of a saw with an LFO or portamento.

Those are two separate sounds. The first "siren" sound is a single sawtooth with no filtering other than some slight highpass filter to make it thin and buzzy, and there is a little noise mixed in.

The second one is "supersaw," which can be done in AL-1 with the Detuned Sawtooth oscillators. Use two of them. detune the sawtooth in the oscillator itself, then do the same in the second OSC, until you like the swirly sound they make. Then detune them from each other, and tune one OSC up from 0000, the other down, so the patch will sound in tune, maybe +0006, -0006, maybe more or less. I believe the Detuned Sawtooth eats up a note each, though it may be less. There is also a chorus and a short, light room reverb on the original sound.

You might want to make it even thicker. In the Common tab, and Program Basic tab, there is a parameter button labeled Unison. To the right is Number of Voices, which I believe defaults to 2. Next is Stereo Spread which might default to 0. Below is Detune, default looks to be 005 [cents], and last is Thickness, default is 0. Turn on Unison by clicking in the box and play with the parameters, though this eats up available notes.

I can make a juicy supersaw style patch with just the two Detuned Saw OSCs and some chorus, and that should give you plenty of available polyphony.
