I've been asked to purchase an Le 61 for on older couple. Besides overwriting Factory Programs and Combis, is there any user space that these modified Programs can be stored?

I don't know how many are free, but if you check the program banks and you see somethign like 'Initial ...' then you can overwrite it.
Also, you can use multiple PCG files (i.e. save and load a new one), having an unlimited number of programs, but not at the same time.
Also, you can use PCG Tools (see link below), to manage your programs, but also to find out if combis are using a program, so you could remove programs you don't like (and are not used in combis).
