Unfortunately there's no latch mode with the pads.

Karma can latch the chord from the pads, but its not the same as what you're asking for.

In my experience, the M3 has one of the best aftertouch implementations I've played. Very controllable and less on/off than any keyboard I've owned or tried. If it has to be rate-based then you're out of luck. But it does everything else -- mono-legato with portamento. Frankly, I usually prefer rate-based too, but time-based is not that big of a compromise for me.

You can set a EXB-Radias program to mono, single-trigger mode (on the Program Basic page) which is the same thing as mono-legato, then on the OSC Pitch page you can set the portamento time and curve. If you filter out CC1 by checking the checkbox for slider5, the 'JS+Y' controller is still 'open', which in this case is also CC1. So effectively you are not filtering it out.
